Public Hearings on Finance Bill 2025 Begin Across Counties

Public hearings on the Finance Bill 2025 are officially underway in counties across Kenya, allowing citizens to submit their views, recommendations, and concerns directly to the National Assembly's Committee on Finance and National Planning.

Beginning with hearings in Nandi and Trans Nzoia in the Rift Valley region and Busia and Migori in the Western region, Parliament has increased its reach this year through county-level public forums. Throughout the public participation period, additional counties will be added.

The expansion of the royalty tax definition has raised concerns from the Kenya Association of Manufacturers, which warns that it could result in higher prices for necessary software. The 35% excise duty on LPG gas cylinders is being opposed by industry participants, who contend that it will increase consumer costs and make it more difficult to transition from charcoal to cleaner cooking options.

These hearings are your constitutional right and a crucial part of the budget-making process. Public participation ensures that national laws reflect the lived realities and needs of ordinary Kenyans. It has become a powerful civic tool one that has grown in significance, especially since the 2010 Constitution came into effect.

While organizations are submitting technical feedback, you can also submit your personal or community views. Whether it’s how proposed fuel levies may affect your business, or how software royalties could raise the cost of doing freelance work your input matters.

If you cannot attend a county hearing, you can still participate from anywhere. Parliament has made it easier than ever to submit your views online through the official public participation form. Click the link https://t.co/1bfiESaNix to submit your views online.
